In 1956, the Refugee Relief Act, passed in 1953 to follow the Displaced Persons Act, expired, ending eight years of effort to resettle the victims of the Second World War. However, the Institute continued to serve newcomers affected by the war, most notably the Philippine Scouts. Members of the U.S. Army regiment that fought the Battle of Bataan, the Philippine Scouts were by all accounts the strong arm of the American defense. After the battle ended, 70,000 men, including 54,000 Philippine Scouts, became prisoners of war (POWs). After the war ended, over 300 Philippine Scouts eventually relocated to San Francisco. At the Institute’s request, the San Francisco Foundation provided a grant of $1600 to expand services to the group.
