The Institute formed relationships with neighborhood organizations working toward similar goals, like the Tenants and Owners Development Corporation, which owns and manages a number of low-cost senior housing facilities in the neighborhood and Zeum, a new Technology and Arts Studio for youth in the Yerba Buena Center. The Institute also joined Neighborhoods in Transition, a multicultural partnership working with the Mayor’s Criminal Justice Council to promote neighborhood safety and to strengthen the City’s community policing commitment. In the final year of the the 1990s, the Institute staff grew to 40, operating on a one-million-dollar budget and serving 14,667 people.
