The first decade of the millennium ended on a note of promise. A bill, the DREAM Act, working its way through congress, proposed to offer in-state tuition to immigrant children, helping many realize their educational dreams. The Act would also grant conditional permanent resident status to immigrant youth meeting certain residency requirements. The Institute stood in support of the bill, knowing how many young people would flourish given these opportunities.
