Title: Regional Hub Program Manager/Attorney 

Reports to: Director of Government Grants  

Location: San Francisco office (possible option to work from another IIBA office after initial onboarding  period)

Job Summary 

This position is responsible for the regional hub for immigrant families and the expansion of access to  immigration legal services, outreach and education. The Program Manager/Attorney’s primary goals are  to ensure efficient and effective overall management of programs and collaboratives for which the IIBA  serves as the Program Manager for the regional hub in the Northern California region. The Program  Manager will be responsible for managing the implementation of the re-granting, reporting, and field building components of such programs. Additionally, the Program Manager will be responsible for  establishing long-term partnerships, strengthening existing relationships, and initiating new contacts with  community partners, school districts and local funders. The specific duties of this position include, but are  not limited to, the following: 

Essential Functions: 

Program Manager (0.5 FTE) 

● Serve as primary point of contact for partners, Immigrant Legal Resource Center (ILRC), who  serves as the statewide program administrator for the program, and with the California  Department of Social Services (CDSS) as the funder 

● Plan and facilitate remote and in-person program meetings with partners 

● Participate in regular meetings with ILRC and CDSS 

● Document meetings, decisions, and processes and maintain program files 

● Maintain current understanding of program goals and initiatives, focus areas, successes, and  overall results to communicate to partners, ILRC and CDSS effectively 

● Support tracking for program-specific technical assistance and training  

● Engage proactively with partners on an ongoing basis to ensure accountability  and timely completion of grant deliverables and program goals as well as timely reporting

● Monitor program progress on a regular basis and facilitate timely provision of necessary  technical assistance to support partners in meeting their goals 

● Initiate and cultivate new partnerships to expand the program’s reach and impact

● Ability to travel within Northern California, the North Bay region, and other parts of California as  needed to support program implementation and partner engagement 

● Oversee non-legal partners’ education and outreach efforts to ensure accuracy of information and  compliance with legal information restrictions 

● Support grant reporting, grant administrative, and compliance with funder guidelines

● Other duties as assigned 

Staff Attorney (0.5 FTE) 

● The primary responsibility is to provide consultations to eligible clients referred by partner  organizations. While not the main focus of the role, the position may occasionally involve  preparing and filing various immigration applications, such as DACA, naturalization, and family based or humanitarian petitions, if deemed necessary for a specific case.  

● Comply with IIBA’s policies, procedures, protocols, and best practices for non-profit immigration  law practice, including legal ramifications, fee collection, maintenance of client files and data for  reporting requirements 

● Participate in regular peer review meetings and legal trainings 

● Ensure timely and accurate tracking of client services, case outcomes, and other grant  deliverables, in compliance with funding requirements. 

● Participate in meetings and webinars on behalf of IIBA and its partner organizations and  collaborators.  

● Other duties as assigned 

Knowledge, Skills and Abilities

● Education & Certification: J.D. from ABA certified law school or international equivalent. A  current bar membership in good standing is preferred. Will consider candidates pending state bar  exam results. 

● Work Experience: Minimum of 2 year experience in immigration law assisting immigrants with  consultations, eligibility assessments, and cases such as U Visas, VAWA self-petitions, family  visa petitions, waivers, DACA, naturalization, removal defense, and post-conviction relief.

● Demonstrated legal research and writing skills. 

● Dedicated to providing high quality legal assistance and capable of handling complex legal issues  on behalf of low-income immigrant populations. 

● Prior experience in program management and administration preferred. 

● Fluent in written and spoken English – knowledge of Spanish, a benefit  

● Well organized, extremely accurate, attentive to detail, and reliable. 

● Experience in data analysis and program management 

● Ability to manage multiple tasks effectively in a dynamic environment. 

● Excellent verbal and written communication skills. 

● Commitment to the mission of IIBA and serving immigrant communities. 

Salary/Benefits:

In the spirit of pay transparency, the starting salary range for this position is $75,000. If you are hired at IIBA, your final salary compensation will be determined based on factors such as skills, education, and/or experience, and geographic location.  In addition to those factors, we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer.  Please keep in mind that the range mentioned above is the full salary range for the role.  Hiring at the maximum of the range would not be typical in order to allow for future & continued salary growth.  We also offer a generous benefits package – additional information below.

Please note:

New employees are required to work in the office 4 days a week for the first three months of their employment with IIBA. This period is crucial for onboarding, training, and integration into IIBA’s culture. After the initial three-month period, new employees may be eligible to transition to a hybrid work schedule, subject to approval by their supervisor, the needs of the office, and in accordance with IIBA policies.
